Commission proposes common framework to anticipate climate risks
The European Commission presented a climate resilience framework and a proposed European law on 27 October 2026. The initiative seeks to harmonise risk assessment and its integration into public policy and infrastructure.
The proposal envisages national risk assessments by June 2029 and resilience plans by December 2030. These remain proposed deadlines subject to negotiations in the European Parliament and Council.
The framework comes with digital tools to explore local risks and identify adaptation solutions. It addresses preparedness for heatwaves, droughts, fires and floods.
The Commission also announces future work on heatwaves, climate insurance and water. That does not mean those measures are already deployed. As Carbon Pulse notes, national choices and funding remain decisive; presentation of the framework does not amount to approval of a new European fund.
