EU announces start of Integrated Resolve 2026 crisis exercise

The European Commission announced on 19 October 2026 the start of the Integrated Resolve crisis management exercise, scheduled to run until 20 November. It is intended to test the Union’s response to hybrid crisis scenarios inside and outside its territory.

The Commission’s civil protection department presents the exercise as a way to practise response mechanisms and coordination with international partners. That stated purpose is not an assessment of capabilities actually demonstrated.

In a Hungarian-language account published on 17 October, Hungary’s Defence Ministry had announced its participation and the same dates. It describes a command-post exercise without troop movements, involving cooperation with NATO headquarters in Brussels.

The announced start therefore concerns an institutional simulation. The consulted sources do not yet provide an overall assessment or validated lessons from this edition.
