Speaking at the Global Security Forum, the minister described work with an unnamed regional partner and partners such as the United States, the United Kingdom and France, Reuters reported. Cooperation involves local production or investment in companies.

Qatari newspaper Al-Sharq also reports the remarks, mentioning stronger ammunition and air-defence capabilities. Reuters cites a further forthcoming initiative addressing ballistic missiles, drones and cyber threats.

The statements specify neither cost, selected companies nor an industrial timetable. They document a project described by the minister, without establishing that a new facility is already operating.
