Finance bill presented to Parliament with income-tax reform

This dossier follows scrutiny of Morocco’s 2027 finance bill: taxes, social allocations, investment and public commitments through possible enactment.

Where things stand

As of 30 October 2026, scrutiny of the 2027 finance bill continues. Fouzi Lekjaa reports 8.2 million people without effective medical coverage and announces a gradual electronic-payment programme for retailers. Fiscal and social reforms remain proposed; the new programme’s scope and operational timetable still need clarification.

Widows’ pensions: Lekjaa puts planned state funding at MAD 7.3 billion

During his 28 October 2026 appearance on 2M, Fouzi Lekjaa put annual state funding for the full pension proposed for 431,000 widows under the 2027 budget bill at about MAD 7.3 billion, according to press accounts.

According to the minister, the state budget would cover the expense without adding costs for pension funds. He argues for preserving household income after a spouse’s death because spending does not necessarily fall in the same proportion.

These details concern funding for a proposed measure, rather than payments already made. Final arrangements depend on the adopted text and its implementation. Press accounts differ on remarriage; that issue cannot be resolved here without a legal text specifying eligibility conditions.

Defence bill separates 2027 spending from 190.5 billion in advance commitments

The 2027 finance bill provides for authority to commit 190.5 billion dirhams against 2028 defence appropriations, according to TelQuel’s analysis published on 23 October 2026. This ceiling is not annual expenditure of that amount.

Article 36 concerns equipment purchases and repairs and the defence industry. TelQuel estimates the means planned for 2027 at about 76.4 billion dirhams by adding the main budget lines and the dedicated account.

The specific equipment covered by the advance authority is not established in the described text. Commitment authorisations and annual payments must be distinguished when interpreting these figures.

Finance bill presented to Parliament with income-tax reform

Fouzi Lekjaa presented Morocco’s 2027 finance bill to Parliament on 23 October 2026, after government council approval on 20 October. It proposes raising the annual income-tax exemption threshold from 40,000 to 60,000 dirhams from 2027.

The announced reform is gradual and spans several years. The new threshold is equivalent to 5,000 dirhams a month of taxable income; that should not be interpreted as an exemption for every gross salary of that amount.

The bill now undergoes parliamentary scrutiny. Its tax and social provisions remain proposals subject to amendment; confidence in the government does not amount to budget approval.

Finance bill plans work on 14 large dams and desalination projects

The 2027 finance-bill documents plan continued work on 14 large dams and target national storage capacity above 24 billion cubic metres by end-2027, according to Le Matin. These are infrastructure objectives, not the amount of water currently available.

The programme also covers desalination and links between river basins. It targets more than 1.8 billion cubic metres of desalinated water annually by 2031.

Commissioning Dakhla’s plant, expanding Safi’s supply towards Marrakech and the first Greater Casablanca phase are among the steps planned for 2027. This remains a projected schedule and does not establish that the installations are already operational.

2027 budget proposes 45.4 billion dirhams for health

The planned allocations would support territorial health groups, hospital projects and upgrades to care facilities. The minister cited the new Casablanca university hospital and centres in Béni Mellal, Guelmim and Errachidia.

These amounts belong to the draft budget. They do not establish that funds have been spent or announced facilities opened. Construction, equipment and commissioning milestones require separate follow-up.

Lekjaa's budget presentation includes proposed 40% tax rate for large fuel companies

The 2027 finance bill presented to Parliament by Fouzi Lekjaa on 23 October 2026 proposes raising corporate tax from 35% to 40% for large fuel importers or distributors. The threshold is annual net profit of at least 100 million dirhams, according to Madar21 and Le Matin.

The proposal targets importing or distributing companies meeting that profit threshold, so it would not automatically cover every filling station. It concerns the corporate income tax rate, rather than a new charge on each litre sold.

These provisions remain part of a bill before Parliament and do not establish that the higher rate has taken effect. Al Ayam24 notes that increasing tax on profits does not itself set out a mechanism to lower consumer fuel prices.
