The system is designed to collect refuelling data through electronic vehicle stickers issued by traffic departments. The trial period is intended to let motorists install the stickers and stations complete preparations.

According to the ministry, the system changes neither prices nor quantities dispensed. Identifying unusual consumption and curbing diversion are stated objectives; no assessment of its effectiveness has yet been provided.
