The framework described by the newspaper includes twelve domains, fifteen indicators and seven recommendations. It is a think-tank proposal, with no established government adoption.

A presentation meeting is announced for 5 November at 4:30 p.m. in Rabat. It is still ahead at this monitoring cutoff, so no outcomes from that debate can yet be reported.
