The ministry’s tally covers operations completed by 11:30 p.m. on 28 October across six governorates. It lists 165 responses and more than 350 reports, with seven bridges, crossings or unpaved roads rendered unusable.
Field observations by ANHA also describe damaged bridges and cut roads around Raqqa. Ministry teams say they pumped water from more than 150 homes and public buildings, including two hospitals. Evacuation and rescue figures remain attributed to the ministry and are not a final nationwide assessment.
