South Korea: 80.7% of surveyed civil-case judges encountered AI-fabricated rulings

A survey released on 2 November 2026 by South Korea’s National Court Administration found that 80.7% of surveyed judges handling civil, family and administrative cases had encountered citations of nonexistent rulings linked to AI.

The survey collected responses from 360 judges between 6 and 16 October. The quoted percentage concerns judges in those case categories; it measures neither the share of court cases affected nor all judges nationwide.

Documents also distorted real rulings or imitated the appearance of Supreme Court judgments. Problematic citations came from both litigants and lawyers.

The administration plans consultations and recommendations to Parliament to establish a legal basis for fines. Such penalties remain a proposal, rather than an already applicable measure.
