The total covers crisis or emergency conditions; it is not a famine declaration. The NGOs describe repeated displacement, disrupted farming and difficult access to markets in eastern provinces.

CARE cites a projection of 30.3 million people for early 2027 if conditions worsen. This forecast must be distinguished from the current estimate.

Both organisations call for greater humanitarian support as Ebola also complicates access to healthcare and livelihoods.
