According to the ministry, the framework combines contractual permissions, controlled computing environments and privacy safeguards. It provides for tracing data origin, permissions and use during training.

The principle is to bring the model to data within a controlled environment instead of transferring raw data. The launch concerns collaboration guidance; it establishes neither widespread deployment nor measured effectiveness of these protections.
