French laboratory pact sets 2027–2029 spending path and €100 million for innovation

French health insurance, Unocam and four laboratory unions signed a 2027–2029 protocol on 2 November 2026, the public insurer said. Routine-test funding is to grow 1.1% annually, with €100 million over three years allocated to new procedures.

Funding for new procedures will be separate from the mechanism regulating routine tests. A committee will monitor spending and may propose fee adjustments to keep within the agreed envelopes.

The protocol also envisages a stronger role in prevention and chronic-disease monitoring. Further negotiations on the professional agreement are to follow. Proposed changes to professional powers still need to be reflected in the applicable texts: the pact alone does not allow every procedure to be performed without a prescription.
