The minister was speaking at a reception for delegations attending governing-body meetings of the Global Financing Facility for women, children and adolescents, known as the GFF. He also cited a decline in neonatal mortality from 21.7 to 13.56 deaths per thousand births.

These figures are attributed to the minister. Without a detailed period, statistical series and methodology in the consulted material, they cannot establish an improvement in 2026 alone or assess territorial inequalities in access to care.
