The scheme provides for three components: equity and quasi-equity investments, guarantees sharing risk with banks, and ready-to-use factories.

It aims to finance long-term investment and facilitate industrial facilities in several territories. The responsible ministers still need to formalise the instrument and make it operational. The announced capital therefore does not represent money already distributed to businesses.
