The decision was taken at a cabinet meeting chaired by Shehbaz Sharif in Islamabad. Urdu-language ARY News and English-language newspapers report that Kuwait had already ratified the agreement on 19 July.

According to The News, the framework covers military manufacturing, electronic communications and research, among other areas. A joint military committee is to oversee implementation and cooperation programmes.

Ratification is an institutional step. The consulted reports do not establish a new military deployment or completion of all planned programmes at this date; their information rests on government communications.
