Government approves three delegations to Lekjaa for Treasury financing
On 5 November 2026, Morocco’s Government Council approved three draft decrees delegating borrowing and debt management powers to Fouzi Lekjaa, according to the government’s account.
Texts 2.26.806 and 2.26.807 cover domestic borrowing and external financing respectively. Text 2.26.808 concerns contracts to repay costly external debt and agreements to hedge interest rate and exchange rate risks.
The delegation is to run from publication in the Official Bulletin until 31 December 2026. The government aims to finance Treasury expenditure and manage debt servicing costs. Approval does not yet document a new borrowing transaction or savings actually achieved.
