OCC issues an examiner guide for AI agents in banks
US bank regulator OCC published a framework for examiners on bank use of AI and agents on 4 November 2026. It creates no new regulatory obligations or enforceable standards.
Bulletin 2026-54 calls for reviews tailored to use-case significance, potential consequences, autonomy and human oversight. The OCC says AI should not be treated as a distinct risk category requiring a separate risk appetite.
The official term “Super Intelligence” here encompasses technologies previously called artificial intelligence; it does not establish that banks use systems surpassing human intelligence. The guide is to be updated as uses evolve.
