Migration: EU names four countries under pressure and prepares 2027 solidarity

Published

The European Commission launched its second annual migration-management cycle on 6 November 2026. It identifies Italy, Greece, Spain and Cyprus as under migratory pressure and eligible for the 2027 solidarity mechanism, subject to conditions.

The assessment accompanies a proposal for a second solidarity pool. Its size and each state’s contribution remain for the Council to decide. The Commission says contributions will become public and legally binding after that decision.

States will be able to choose between relocations, financial support and other measures under the European framework. The proposal itself is not public at this stage.

Brussels reports falling irregular arrivals but acknowledges gaps in applying responsibility rules and transfers of asylum applicants. That assessment does not mean every part of the pact is already fully operational.
