Tokyo and Berlin deepen AI and economic security cooperation

Sanae Takaichi and Friedrich Merz agreed in Tokyo on 28 October 2026 to strengthen technological cooperation and economic security. They issued a joint leaders’ statement and two sectoral declarations.

The leaders plan a high-level dialogue on artificial intelligence and closer coordination over supply-chain risks. Critical raw materials are among their priorities.

They also intend to develop public-private initiatives in fields including hydrogen and fusion. The summit sets directions for cooperation; it does not establish that new industrial capacity is already operating.

Both governments expressed concern about economic coercion and arbitrary restrictions on critical mineral exports.
