Andorra proposes ending penalties for women who have abortions

Andorra’s government approved a bill on 28 October 2026 to amend Article 117 of the Criminal Code so women consenting to or seeking their own abortion would no longer be punished. The proposal still requires parliamentary consideration.

The proposal retains penalties for third parties performing an abortion with the woman’s consent. It therefore does not legalise medical provision of abortion in the principality.

The Associació de Dones d’Andorra welcomes the proposed removal of penalties as progress, but says access to care remains limited and women will still have to travel abroad. The announcement concerns their criminal liability; it is not yet a law in force.
