France’s updated health-data pseudonymisation rules take effect

Decree 2026-1009, published on 30 October, takes effect on 31 October 2026. It specifies who must create the number used to pseudonymise individual data reported to health authorities.

For reports made through LABOé-SI, the computer system generates the number using irreversible coding. In other reporting channels, the reporting doctor or an authorised regional health-agency employee performs this task; where diagnosis rests on a biological test, responsibility falls to the head of the service or laboratory.

The decree changes reporting arrangements for diseases subject to special surveillance. It allocates data-processing responsibilities; it does not announce a new list of reportable diseases.
